As China Special Equipment Inspection & Research Institute was authorized as Technical Service for Export Commodity specialized in Special Equipment by Ministry of Commerce and its office was set under the Zhong Tejian Science Technology Development (Beijing) Co. As regulated in the "Regulations on Safety Supervision of Special Equipment", "special equipment" related to safety of human lives or having high risks shall be subjected to the manufacture licensing system and mandatory supervision inspection for the safety performance of the product. The term "special equipment" here mainly refers to boilers, pressure vessels, pressure pipelines, elevators, lifting appliances, passenger ropeways, and large amusement devices etc.
For overseas and domestic manufacturers applying for boiler and pressure vessel manufacture licensing after January 01, 2004, it is required that they shall submit their applications and renewal in accordance with the "Supervision Administration Regulation for Manufacture of Boiler and Pressure Vessel". Previous boiler or pressure vessel safety quality licenses (SQL) being held by overseas manufacturers shall be expired after their valid date.
