Dear Sirs or Madams, We have the honor to inform you the organizational changes of the safety supervision administration for special equipment manufacture licensing and its liaison office under Chinese government. The term ¡°special equipment¡± refers to boilers, pressure vessels, pressure piping, elevators, lifting appliances, passenger ropeways and large amusement devices. With the needs of China¡¯s participating WTO, the General Administration of Quality Supervision Inspection and Quarantine, P.R.C. (AQSIQ), which is a newly established organization directly under the State Council of China, is authorized in charge of the safety supervision and administration of special equipment manufactured and used within China, The State Council has officially promulgated the Regulations on Safety Supervision of Special Equipment on Feb.19, 2003, which has become effective on June 1,2003. The Supervision Administration Regulation for Manufacture of Boiler and Pressure Vessel (the Ordinance 22 subscribed by the Minister of AQSIQ) and its three attached documents - Requirements for Boiler and Pressure Vessel Manufacture Licensing, Procedures for Manufacture licensing of Boiler and Pressure Vessel, Supervisory Inspection Rule for Safety Performance of Boiler and Pressure Vessel Products took effect on January 01, 2004. Simultaneously, the Implementation Regulations of Import Boiler and Pressure Vessel Safety Quality Licensing System issued on September 29, 1993 by the former Ministry of Labor of the People's Republic of China have been annulled. The new manufacture licensing system for boiler and pressure vessel will formally take effect on January 1, 2004. Meanwhile, the Import Boiler and Pressure Vessel Safety Quality Licenses issued by former China State Bureau of Quality & Technical Supervision (CSBTS) or the General Administration of Quality Supervision Inspection and Quarantine of the People¡¯s Republic of China (AQSIQ) will still be effective within their terms of validity. For overseas manufacturers with their applications accepted by BPA before December 31, 2003, the requirements of audit and survey & scope of the license still follow the previous Implementation Regulations of Import Boiler and Pressure Vessel Safety Quality Licensing System, the Guideline for Implementation Regulations of Import Boiler and Pressure Vessel Safety Quality Licensing System, the Basic Requirement and Procedure for Import Boiler and Pressure Vessel Safety Quality License Renewal. For overseas manufacturers who submit their applications after January 01, 2004, they are required to abide by the Supervision Administration Regulation for Manufacture of Boiler and Pressure Vessel and its three attached documents. And they need to fill out new application form - Application Form for Manufacture Licensing of Special Equipment to submit their applications. >The former Safety Quality Licensing Office (SQLO) for Import Boiler & Pressure Vessel under China State Bureau of Quality and Technical Supervision (CSBTS) has changed its name to the Special Equipment Licensing office (SELO) under AQSIQ. As the unified window facing to the outside world on behalf of AQSIQ, SELO is responsible for receiving, arranging and transmitting the application documents, mail the license, harmonizing the manufacturer survey for the special equipment licensing.
